Project overview
The Melvin Price Federal Building and U.S. Courthouse is a Beaux-Arts building completed in 1909, designed under Supervising Architect James Knox Taylor and originally East St. Louis's main post office. It houses the U.S. District Court for the Southern District of Illinois and was added to the National Register of Historic Places in 2014.
In September 2024, GSA's Great Lakes Region awarded SIS $880,939 for parking lot repairs using low-embodied-carbon asphalt and concrete, part of GSA's sustainable investments funded by the Inflation Reduction Act. GSA scheduled the work to begin in spring 2025 and finish by fall 2025.
Scope of work

- Phased work around an operating federal courthouse
- Site restoration
Challenges and how we solved them
Working at an active federal courthouse
Court staff, visitors and security operations rely on the site every day, so paving work is phased to keep access and parking available.
Meeting low-embodied-carbon material requirements
Asphalt and concrete had to meet GSA's low-embodied-carbon criteria, with supplier documentation for each material.
